Pas geleden heb ik tijdens een zitting in een civiele zaak gepleit dat mijn wederpartij niet-ontvankelijk was. Mijn betoog luidde dat deze geen civiele vordering had moeten instellen, maar bij de bestuursrechter had moeten zijn.
