Het achterliggende probleem is serieus: te hoge werkloosheid vooral ook onder jongeren. Het voorstel van Pueblo Soberano - verplicht ten minste 80% locaal personeel bij alle bedrijven, scholen, instellingen en dienstverleners - is geen oplossing.
