The National Council of Ministers has agreed to the proposal of Minister Hirsch Ballin of Justice and State Secretary Bijleveld of Internal and Kingdom Affairs on the amendment of the Charter for the Kingdom. This amendment regulates the new status of the five islands of the Netherlands Antilles within the Kingdom.
The Statute is the highest statutory regulation of the Kingdom and regulates the relations between the countries of the Kingdom.
The amendment of the Charter results from the agreements on the political renewals within the Kingdom, which are currently being elaborated. In the proposed new political structure Curaçao and Sint Maarten will be countries within the Kingdom of the Netherlands. The islands Bonaire, Sint Eustatius and Saba (the BES-islands) will be part of the country the Netherlands. They will be so called public entities of the Netherlands. The Kingdom will in the new situation be composed of the countries the Netherlands )including the BES/islands), Aruba, Curaçao and Sint Maarten. The country the Netherlands Antilles will then cease to exist.
The proposal of Charter will be submitted to the Lower Chamber and forwarded to the Parliaments of the Netherlands Antilles and of Aruba. The commencement of the proposal of statute law will be regulated in a Royal Decree later on.
