ORANJESTAD - Afgelopen donderdag keurde het Arubaanse parlement een amendement goed dat geregistreerd partnerschap voor homo en lesbische koppels mogelijk maakt.

 

Het amendement werd met een kleine meerderheid goedgekeurd. Enkele parlementariërs stemden uit religieuze overtuiging tegen. Het gaat om een gezamenlijk amendement dat door alle politieke fracties is opgesteld als toevoeging aan het nieuwe wetboek van Aruba. Met het aannemen van het amendement blijft het huwelijk op Aruba wel nog steeds enkel toegestaan voor heteroseksuele koppels. Maar het feit dat homo's en lesbiennes nu een legaal partnerschap kunnen aangaan op het eiland is een grote stap vooruit in een lange strijd voor gelijke rechten.

 

Die lange strijd werd jaren bemoeilijkt door de vele Rooms-katholieke politici en inwoners, die veel weerstand bieden tegen andere relatie vormen dan die tussen man en vrouw. Zowel de discussie rond de nieuwe wet als de uitkomst zorgen voor een zeer grote verdeeldheid op het eiland. Twee weken geleden was er nog een betoging bij het parlement in Oranjestad tegen het geregistreerd partnerschap voor homo's en lesbiennes. De Rooms-katholieke Kerk speelt een belangrijke rol bij de protesten. Een priester schreef eerder in een brief aan de premier dat het geregistreerd partnerschap een vernietiging is van de morele orde van het volk. Van alle eilanden behorende bij de Nederlandse Antillen kunnen homo's en lesbiennes enkel trouwen in Bonaire, Sint Eustatius en Saba. Op Curaçao en Sint Maarten is er geen homohuwelijk en zijn er ook geen legale partnerschappen. out the seizure of criminal assets. High impact crimes exert a significant influence on citizens’ feeling of safety. Society relies on protection and is desperate for resolute action from the services; for satisfaction, retaliation, rendering harmless and deterrence.

 

That requires swift and effective investigation, an increase of the probability of being caught, a dynamic settlement of cases, demanding long-term prison sentences, and a proactive communication strategy. At the same time, “at the front end” investments are made in an integral approach of prevention and in preventing recidivism, particularly with young people and young adults. The strategy aims at early intervention and escalation prevention.

 

Frequently-occurring crime causes trouble in society, especially on a district level. Although not part of the phenomena of most heavy crimes, it creates well and truly a source of unrest and discomfort among citizens and entrepreneurs due to the very frequent public confrontation within the direct living environment.

 

It affects the quality of life and therefore dealing with this type of crime is high on the list. Priorities are prevention and a policy of giving retaliation in kind. The services are there and visible, they know what is going on in the districts and who the key players are (for example, due to community and hot-spot policing).

 

The report states that the document is not to become a toothless tiger, it wants to inspire the collective cause of an overturning moment directed towards a culture of legality and justice in the countries.

 

The practical implementation requires customising per country and intensive consultation and cooperation with partners, administration and private parties in society.
