Justice Plans of Approach extended for St. Maarten

THE HAGUE--The Kingdom Council of Ministers on Friday approved the prolongation of the Plans of Approach for the Curaçao and St. Maarten police forces and prisons.
 
The approval concerned an extension of the General Measure of the Kingdom Government (“Algemene Maatregel van Rijksbestuur” AMvRB) which will prolong the Plans of Approach for the two countries until October 10, 2018. Dutch Minister of Home Affairs and Kingdom Relations Ronald Plasterk informed the Dutch Parliament of this decision by letter on Friday.
 
Plasterk reported that the Progress Committee St. Maarten had expressed anticipation that the execution of the Plans of Approach for the St. Maarten Police Force KPSM and the Pointe Blanche prison would not be concluded on “essential points” before October 10, 2016, at which time the current AMvRB will lapse.
 
“St. Maarten and the Netherlands are working together on concrete improvement actions for the police and prison which should result in a further execution of the Plans of Approach. That is why it is necessary to prolong this AMvRB by two years until October 10, 2018,” stated Plasterk.
 
Curaçao is a bit further ahead with the execution of its Plans of Approach for the Curaçao Police Force KPC and the SDKK prison. However, the plans will not have been executed completely by October 10 this year.
 
For this reason, it was decided to prolong the AMvRB for Curaçao as well. Once the Plans of Approach have been fully executed, the Curaçao Progress Committee will resign and the AMvRB will no longer be applicable to Curaçao, explained Plasterk.
 
The AMvRB Cooperation Regulation Safeguarding the Plans of Approach National Tasks of Curaçao and St. Maarten was implemented on October 10, 2010. The Plans of Approach concerned the areas in which the newly-established countries were unable to fully carry out their tasks. Most of these were in the Justice area.
 
The AMvRB was prolonged twice earlier, the first time until October 10, 2014, and the second time until October 10, 2016. The AMvRB allows a prolongation by two years.
