Report on Wiels out
- July 07, 2015 6:52 AM
WILLEMSTAD -- In her final report, Curaçao's Ombudsman concludes that Minister plenipotentiary in the Netherlands Marvelyne Wiels "through a series of actions is guilty of non-ethical behaviour."
The document was published on the website of the Ombudsman (Consumer Advocate Public Sector) Bureau. Wiels' political boss Prime Minister Ivar Asjes (PS) and President of Parliament Mike Franco (PAIS) received an unedited copy of the report, while an anonymous version was released to the general public.
Outgoing Ombudsman Alba Martijn made a few recommendations, one of which is for the minister plenipotentiary to take an assessment test to determine to what extent she is able to manage the Curaçao House in The Hague in an adequate manner. Something should also be done to develop her communication skills and curb her aggression towards her subordinates and third parties.
The findings also indicate that the "indifferent attitude" of Wiels towards Dutch parliamentarians is improper. Various members of the First- and Second Chambers have voiced their concern that there is no relationship between Curaçao's official representative and Dutch Parliament anymore.
In the past when Dutch legislators had concerns about issues in Curaçao, they would often consult with the minister plenipotentiary, but since Wiels was appointed to that post this is no longer the case.
Her attitude towards the second in command at the Curaçao House is also incorrect. According to the report, Wiels has made it almost impossible for Robert Candelaria, who has been the director of the plenipotentiary minister's cabinet in The Hague for 18 years now, to function properly, sometimes even by humiliating him in public.
Martijn was not able to express an opinion on the screening and background check of the minister plenipotentiary, because government did not provide the evidence that Wiels was screened by the Curaçao Security Service VDC. As a result, the Ombudsman in her view has insufficient certainty about the facts concerning the conduct of the minister plenipotentiary.
Fact is that the available information placed on the internet by Wiels about her professional career and education does not match the training she received in reality. Her curriculum also does not live up to the requirements of integrity. According to the Ombudsman, the conduct of the minister plenipotentiary about information given on her resume is inappropriate.
The report is out, so it is now up to Prime Minister Asjes and Parliament to act on such.
