National order on free education sent to governor

WILLEMSTAD — The national order that regulates the payment of education will be sent to the governor again today. The minister doesn’t expect any obstacles that could delay the process for free education.

Earlier on the governor has returned the proposal that departed from shoulder tax.The introduction of free education will put an end to denying pupils access, Minister of Education Carlos Monk (PS) said yesterday during the weekly press conference of the council of ministers.

“Everyone has the right to good education. The national order will end the financial power struggle in the education. Your social status or skin color may not be a reason to deny you access to an educational institute”, said Monk. “Elite schools put up barriers by demanding enrollment fee. No youngsters may become a drop-out because he/she can’t pay the tuition.”

Free education means the government pays the tuition and the school books. The school governors will receive a general instruction on Tuesday. The Roman Catholic Central Governing Body (RKCS) is one of the school governors that had sought a solution on its own for the delayed legal settlement of free education.

The RKCS took their chance with the Girobank. The bank bought the books for four catholic schools. These will subsequently be sold to the parents.

Parents who lack the financial means can contract a loan. Monk is against this. The minister disapproves that parents are forced to contract loans to pay for the school books. According to him, this falls under commercialization of the education.

The costs for free education are estimated at 17.2 million guilders, which is 5 percent of the education budget. The Curaçao school governors will receive approximately 200 million guilders on subsidy. This amount will be increased. The costs of free education will not disadvantage other sectors of his ministry. The minister emphasized that several times.

The Ministry of Finances approved the financial paragraph yesterday. The financial substantiation mentions that the Ministry of Education will pay for free education. According to the minister, free education creates the possibility to develop a new policy for education in its entirety. The curriculum will also be reviewed.
 

Landsbesluit gratis onderwijs naar gouverneur

WILLEMSTAD — Het landsbesluit dat de bekostiging van het onderwijs regelt, gaat vandaag weer naar de gouverneur. De minister verwacht geen obstakels die het proces voor gratis onderwijs kunnen vertragen.

Eerder werd het voorstel,dat toen nog uitging van schouderbelasting, door de gouverneur teruggestuurd.

Met de introductie van gratis onderwijs is er een eind gekomen aan de ontzegging van toegang aan leerlingen die niet betalen. Dat verklaarde Onderwijsminister Carlos Monk (PS) gisteren tijdens de wekelijkse persconferentie van de ministerraad.

“Iedereen heeft recht op goed onderwijs. Met het landsbesluit komt er een eind aan de financiële machtstrijd in het onderwijs. Je sociale status of huidskleur mag geen reden zijn om niet toegelaten te worden op een onderwijsinstelling”, aldus Monk. “Elitescholen werpen barrières op door inschrijfgeld te eisen. Geen enkele jongere mag een drop-out worden omdat hij geen schoolgeld kan betalen.”

Gratis onderwijs houdt in dat de overheid het schoolgeld en de schoolboeken betaalt. Dinsdag wordt er een algemene instructie gegeven aan de schoolbesturen. Het Rooms-Katholiek Centraal Schoolbestuur (RKCS) is een van de schoolbesturen die op eigen houtje een oplossing hebben gezocht voor de vertraagde juridische afhandeling van gratis onderwijs.

Het RKCS is met de Girobank in zee gegaan. De bank heeft voor vier katholieke scholen de boeken gekocht. Deze worden weer doorverkocht aan de ouders. Ouders die het geld niet hebben kunnen een lening afsluiten. Dit is tegen de zin van Monk. De minister keurt het af dat ouders gedwongen worden om leningen aan te gaan, zodat ze schoolboeken kunnen betalen. Dit valt volgens hem ook onder de commercialisering van het onderwijs.

De kosten voor gratis onderwijs zijn gecalculeerd op 17,2 miljoen gulden. Dat komt neer op 5 procent van de onderwijsbegroting. De Curaçaose schoolbesturen krijgen ongeveer 200 miljoen gulden aan subsidie. Dit bedrag wordt verhoogd. De bekostiging van gratis onderwijs gaat niet ten koste van de andere sectoren van zijn ministerie. Dat onderstreepte de minister diverse keren.

De financiële paragraaf werd gisteren goedgekeurd door het ministerie van Financiën. Gratis onderwijs wordt door het Onderwijsministerie bekostigd. Dat valt in de financiële onderbouwing te lezen. Volgens de minister creëert gratis onderwijs de mogelijkheid om nieuw beleid voor educatie in zijn totaliteit te ontwikkelen. Ook het curriculum wordt op de schop genomen.
