As per December 31, 2007, the Government Accountant Bureau (Soab) had an unpaid claim of 2.4 million guiders with several of the governments and government agencies. The claim is regarding payments not paid by the clients. In her annual report, Soab urges the governments to start paying the debt as soon as possible.
Soab mentioned her own financial situation in her annual report. She mentioned that due to too many unpaid claims, the foundation is confronted with high debts. “Based on statutory stipulations, Soab is not allowed to contract loans. Soab urgently requests her clients to hurry and cancel the unpaid debts if they want Soab to guarantee the good work.”
Soab concludes that compared to 2006, the claim against the government has decreased. Soab closed 2006 with a total claim of 2.7 million guilders; a slight improvement in the liquidity position. “The high claims make it difficult for the operational management of the foundation. We must mention though that compared to past years, the debts of the foundation have dropped with 36 percent.”
The Central Government’s debt with Soab was 203.623 guilders per December 31, 2007; this was 195.662 guilders in 2006. The Island territory’s debt with Soab was 1368 guilders in 2006; this debt grew to 328.572 in 2007. Bonaire's with Soab was per December 31, 2007 19.130 guilders; St. Maarten 662.708; St.Eustatius 543.595; and Saba 97.749. An amount of almost 1.2 million guilders was involved with other debtors and claims.
